Las regulaciones revisadas fueron las de los Estados Unidos, Canadá, la Unión Europea, Japón, China, India, Brasil, Argentina y Colombia. Posteriormente, se hizo un análisis comparativo de estas regulaciones aplicando el método funcional del derecho comparado, identificando similitudes y diferencias entre las mismas. Finalmente, se encontró que las regulaciones existentes son diversas y se relacionan con el contexto donde se desarrollan. De esta manera, se encontraron similitudes y diferencias que permitieron proponer recomendaciones a tener en cuenta en la regulación de Colombia. Adicionalmente, se adelantaron los primeros tres (3) pasos de un Análisis de Impacto Normativo como inicio de la discusión acerca de esta actualización normativa.
