or provide appropriate care for residents. In addition to the above
this project was developed
first conducting a legal study
identifying and analyzing the current legal framework for Public Private Partnerships (PPP) in Colombia. Subsequently
the environmental assessment was done
describing the economic
political and social factors of the municipality
which influence the formulation and development of the project. In the technical study of the project
the location was determined
an architectural sketch was drawn
service levels defined
the description of the necessary studies and estimation of investment costs. He also identified and assessed the main benefits of the project. The financial evaluation was performed for the contractor and the municipality
in order to determine the suitability and identify the benefits of making the APP. In the case of contractor profitability of resources committed to the project was evaluated
and in the case of the municipality
a similar analysis by avoided costs
and a comparison of the costs of the public sector to implement the project was carried out in the form of public works
against the costs of running it in the form of APP
to select the best execution plan.

description Debido al aumento poblacional que ha tenido el municipio de Piedecuesta, actualmente el palacio municipal no permite concentrar en un solo espacio todas las operaciones administrativas, ni brindar una atención apropiada a sus habitantes. Aunado en lo anterior, se desarrolló el presente proyecto, realizando primeramente un estudio legal, identificando y analizando el marco jurídico actual de las Asociaciones Público Privadas (APP) en Colombia. Posteriormente, se realizó la evaluación del entorno, describiendo los factores económicos, políticos y sociales del municipio, que influyen en la formulación y en el desarrollo del proyecto. En el estudio técnico del proyecto, se determinó la localización, se elaboró un esbozo arquitectónico, se definieron los niveles de servicio, la descripción de los estudios necesarios y la estimación de los costos de inversión. Así mismo, se identificó y valoró los principales beneficios del proyecto La evaluación financiera del proyecto, se realizó para el contratista y el municipio, con el fin de determinar la conveniencia e identificar los beneficios de la realización de la APP. Para el caso del contratista se evaluó la rentabilidad de los recursos comprometidos en el proyecto, y para el caso del municipio, se realizó un análisis similar mediante costos evitados, y una comparación de los costos del sector público de ejecutar el proyecto bajo la modalidad de obra pública, contra los costos de ejecutarlo bajo la modalidad de APP, para seleccionar el mejor esquema de ejecución.
