Due to population increase it has had the municipality of Piedecuesta
currently the City Hall does not allow concentrating in one space all administrative operations
or provide appropriate care for residents. In addition to the above
this project was developed
first conducting a legal study
identifying and analyzing the current legal framework for Public Private Partnerships (PPP) in Colombia. Subsequently
the environmental assessment was done
describing the economic
political and social factors of the municipality
which influence the formulation and development of the project. In the technical study of the project
the location was determined
an architectural sketch was drawn
service levels defined
the description of the necessary studies and estimation of investment costs. He also identified and assessed the main benefits of the project. The financial evaluation was performed for the contractor and the municipality
in order to determine the suitability and identify the benefits of making the APP. In the case of contractor profitability of resources committed to the project was evaluated
and in the case of the municipality
a similar analysis by avoided costs
and a comparison of the costs of the public sector to implement the project was carried out in the form of public works
against the costs of running it in the form of APP
to select the best execution plan.
