El presente trabajo tiene como objetivo fundamental realizar un plan de mejora a la Agencia de Aduanas Aviatur Nivel 1, la finalidad es brindar información de los requerimientos que debe cumplir la compañía para el logro de su objetivo el cual es obtener la certificación como Operador Económico Autorizado (OEA). Para la obtención de este propósito se realizo un análisis de la normativa (Decreto 3568 del 2011) y se aplico la herramienta del benchmarking que permitió comparar tres agencias a las que le han otorgado el certificado OEA con la agencia de aduanas Aviatur, concluyendo a través de su análisis que la agencia de aduanas Aviatur no cumple con dos requisitos fundamentales como son: a) Que los socios, accionistas, miembros de juntas directivas, representantes legales y los controlantes directos e indirectos del solicitante, durante los cinco 5 años anteriores, no hayan representado a empresas que hayan sido objeto de cancelación de las calidades de autorización impuesto por la DIAN. b) No haber sido objeto de sanciones impuestas mediante acto administrativo ejecutoriado, proferidas por el ICA, por lo tanto, la empresa debe implementar estrategias de procesos como auditorias internas periódicas, con el fin de evaluar y controlar los procesos realizadas por la agencia y cada una de sus áreas para verificar en cada periodo de tiempo, que la agencia de aduanas este cumpliendo a cabalidad con cada uno de los requisitos establecidos para solicitar la certificación OEA. |

Level 1, the purpose is to provide information on the requirements that the company must meet in order to achieve its objective, which is to obtain certification as an Authorized Economic Operator (OEA).
