Esta disertación analiza casos relacionados con la implementación de la Gestión Integrada del Agua (GIRH) en Colombia, tratando de identificar intervenciones que podrían ayudar a prevenir la inercia colaborativa a través de una mejor comprensión de cómo funciona la implementación colaborativa y qué condiciones favorecen o dificultan una implementación colaborativa exitosa. Se introducen algunas innovaciones conceptuales y metodológicas para ayudar a mejorar nuestra comprensión de la implementación colaborativa. Las innovaciones conceptuales son dos. Primero, una distinción entre condiciones principalmente asociadas con la creación y persistencia de colaboraciones y aquellas principalmente asociadas con el ritmo de su progreso. En segundo lugar, el concepto de compatibilidad de problemas como alternativa a marcos, narrativas u otras construcciones similares para comprender tanto el consenso como el conflicto sobre decisiones especificas. Las innovaciones metodológicas incluyen el uso combinado de análisis de suficiencia, necesidad y configuración para identificar lo que QCA llama condiciones INUS: aquellas que no son ni suficientes ni necesarias, pero que aún están presentes en las configuraciones. Al menos una condición INUS identificada en el análisis se considera potencialmente conveniente, bajo ciertas circunstancias, para la implementación colaborativa. |

Sorne conceptual and methodological innovations are introduced to help improve our understanding of collaborative implementation. The conceptual innovations are two. First, a distinclion between conditions mainly associated wilh the creation and persistence of collaborations and those mainly associated with the pace of their progress. Second, the concept of problem compatibilily as an alternative to trames, narralives, or other similar constructs to understand bolh consensus and conflict upon specific decisions. The methodological innovations include the combined use of sufficiency, necessily, and configurational analysis to idenlify what QCA calls INUS conditions -!hose that are neither sufficient nor necessary, yet still present in configurations.
