Description
Summary:Since national emergency caused by heavy flooding occurred between years 2009 and 2011 in most of the country, a deep institutional vulnerability at local and regional level was identified. In this context, the present research looking for establishes a methodological tool (technological and conceptual) to optimize the risk management in coastal municipalities and improve their governance. Research team is formed with researchers from five institutions and methodology used was based on literature review, field work, workshops and focus group analysis. Study area was the city of Riohacha (La Guajira, Colombia) as pilot coastal city and Santiago de Cuba as a reference coastal city. As a result were obtained four indicators to measure governance linked to coastal risk: Institutional coordination and cooperation, risk awareness, risk reduction measures and institutional capacity for emergency response. These four indicators enable a software tool designed to strengthen local institutions responsible for risk management in the coastal municipalities of Colombia.
