Description
Summary:This paper argues that the present legal regime applicable to the activities and procedures ofthe Public Adminisfration in Colombia, and particularly to Govemment contracting, is a suffcient platform for the implementation ofelectronic govemment and in particular of electronic government procurement because Law 80 of 1993 , the Colombian government contracts Act, does no limit, neither it prohibits the use ofinformation technologies, nor it imposes limits resfricting or making impossible the use of such technologies. Law 80 of 1993 actually provides for the minimum standards required for the implementation ofelectronic government procurement and Law 527 of 1999 (Colombian electronic Commerce Act) provides the legal basis for electronic documents and transactions and digital signatures.
