Summary:With the promulgation of the Constitution in 1991, it was mistakenly believed that the subject of territorial organization was perfectly defined. This article presents a criticism of the constitutional development of an important subject, the form of the State, and makes evident the failure of the concept of territorial autonomy, as contained in the Constitution, and whose development has been put back by the legislator and the Constitutional Court.
