La investigación se desarrolla en el contexto de la ciudad de Cali, analizando los avances y limitaciones en torno a las luchas políticas y construcciones culturales del proceso organizativo en un territorio ubicado entre lo rural y lo urbano en el Consejo Comunitario de Comunidades Negras Playa de Renaciente de la ciudad de Cali. Esta ubicación representa para la comunidad enfrentar junto al proceso organizativo diversas vicisitudes ante la institucionalidad local y nacional, relacionadas con la tierra y su continuidad en el territorio, lo que se traduce en la permanente defensa de sus derechos plasmados en la ley 70 de 1993. La recolección de información primaria se realizó entre el 2019 al 2021 bajo un enfoque etnográfico, con la selección de una muestra de habitantes del consejo comunitario, a quienes se les aplicó un instrumento para la recolección de información cuantitativa. A partir de una comprensión de la cultura como un resultado de la interacción social de un grupo social, permeadas de un contexto histórico y territorial, se identificó un escenario multi-problemático de factores endógenos y exógenos a la comunidad. Como proceso organizativo, el Consejo Comunitario, dedica su atención a la resolución de situaciones exógenas que se caracterizan por la defensa del territorio, en donde aspectos como la promoción de acciones para el fortalecimiento identitario y la agencia interna de bienestar para los habitantes del territorio, pasan a un segundo plano de atención. |

This location represents for the community to face together with the organizational process several vicissitudes before the local and national institutionality, related to the land and its continuity in the territory, which translates into the permanent defense of their rights embodied in the law 70 of 1993. The collection of primary information was carried out from 2019 to 2021 under an ethnographic approach, with the selection of a sample of inhabitants of the community council, to whom an instrument for the collection of quantitative information was applied. Based on understanding culture as a result of the social interaction of a social group, permeated by a historical and territorial context, a multi-problematic scenario of endogenous and exogenous factors to the community was identified.
