| Summary: | This article analyzes some of the features of the Political Reform Act and the Referendum that took place during President ¡lvaro Uribeís first term in office. This is done with the purpose of showing what the intention was behind these acts when they were drafted, and what would their effect have been on political parties in Colombia had they been implemented, particularly with regard to campaign finance, the role of the State, internal democratization, and work done in coalitions. The author studies three sections of the Referendum that point directly to the party system; these are sections 2, 6, and 15, which refer to public voting, the reduction of Congress, the threshold and the highest averages method of voting, and the reform of the electoral system. |
