This one situation led almost to the collapse to the System, and by this one reason was studied in 1993 the reform, which began to apply in April, 1994 (Law 100 of 1993). Unfortunately this one reforms, in spite of the good economic approaches, it did not throw the awaited results, because parallel special rate were supported; besides the Regime of Transition that was supporting previous privileges, which was the rule and not the exception. In this article, then, I will describe the problems that as the demographic changes, unemployment and rotation of the employment led to the pensional reform of the second generation (Law 797 of 2003), and the reason for which the certain solution was the obligatory affiliation of the independent workers.Desde sus comienzos, el sistema pensional en Colombia no ha tenido un buen manejo económico. Diseñado en 1967, no se llevó totalmente a la práctica debido en gran medida a la evasión por parte de quienes debían contribuir y esto prácticamente llevó al colapso al sistema, y por esta razón se estudió en 1993 la reforma que entró a regir en abril de 1994 (Ley 100 de 1993). Infortunadamente esta reforma, a pesar de los buenos planteamientos económicos, no arrojó los resultados esperados, porque mantuvo regímenes paralelos especiales; además del régimen de transición que mantenía privilegios anteriores, lo cual fue la regla y no la excepción.
