However, as smart-city systems become more effective and efficient, they become invisible, which may lead to the abuse and disempowerment of smart-city citizens. To achieve an equal and active participation of citizens in the development and regulation of the smart city, diverse stakeholders must work to ensure that the smart-city citizen develops certain dispositions, including sensitivity to opportunity and an inclination to engagement.
