Summary:This work has the general objective to conduct the review and proposed adjustment to the Municipal Plan for Environmental Education, PMEA, which will strengthen the effectiveness of the inclusion of environmental education in environmental management of the municipality of Guadalajara de Buga; whose research topic was taking into account the socio-environmental situation of the community. Also, specific objectives diagnose the status of implementation of PMEA in Guadalajara de Buga, propose a scenario that allows the inclusion of environmental education as a tool for local planning, suggest alternatives to the functioning and operation of Guadalajara PMEA Buga and establish a mechanism for measuring, monitoring and evaluation of PMEA, articulated the Interagency Committee on Environmental Education, CIDEA. Es to order to motivate institutions and / or public and private entities as well as the community at large to assume its leading role and participate in strategies designed as the foundation where education, participation and compliance with laws motivate the Municipality of Guadalajara de Buga to live in a balanced and harmonious with the natural resources and their environment. Methodologically it is a qualitative study, based on the type of research, actionreflective participatory- criticized descriptively and field; in the methods used for the development of this project it was: observation, analysis, synthesis, induction, deduction, document review, among others. Similarly techniques were used as participatory diagnosis and surveys supported by instruments such as questionnaires, field notes, level of compliance and observation guide; to be a process that combines theory with practice, which enables learning and strengthening the awareness of the public about the reality that involves the issue of environmental education. Finally, the results allowed to determine the need and importance of this adjustment; Therefore three scenarios were analyzed according to the deficiencies identified in the fieldwork which is the current situation of the Municipality, the creation of an environmental policy as well as the implementation of an environmental observatory opting for the scope that was given to This project partially develop the proposed creation of an environmental observatory in order to seek joint PMEA with educational institutions and public and private entities as well as search for relevant and effective way the government support both financial as well as human resource the promotion, dissemination and monitoring in implementing projects involving environmental education.
