A partir del crecimiento de estos empleos informales y del poco control y la falta de espacios públicos para dichas actividades, la administración pública decide dar un gran paso para organizar el centro de la ciudad y sus alrededores, pensando en unos espacios idóneos, agradables y que evitaran el congestionamiento y riesgo para los ciudadanos en la zona céntrica, de igual forma dar un cumplimiento normativo en relación al usufructo del espacio público por ser un bien de interés general, es así como deciden dar una remodelación y acondicionamiento del parque lineal Juan María Céspedes.Abogado (a)Pregradomunicipality of Tuluá, well called "Tuluá heart of the Valley", a city that receives many citizens of the region, especially from the department, which is geographically located in the center of the department of Valle del Cauca and has historically been one of the cities with greater economic and technological development, and therefore their growth and social development has occurred in parallel, which has also caused overpopulation and overflow of inhabitants within the city, without finding many sources of formal employment, indirectly creating , the proliferation and uncontrolled growth of informal businesses, which are mostly located in the public space of the city, causing discomfort and sometimes risk to the population.
