Es el lugar de la cultura y no sólo el motor de la economía o el centro de la investigación tecnológica. Es el espacio público por excelencia. Es el lugar de la civilización. Por eso la gente espera tanto de ella; la ciudad debe ser un signo de libertad y de tolerancia; una ciudad que no sea tolerante y que no de signos de libertad es la anti-ciudad, la antesala de la barbarie.” La estructura general de la gran ciudad está condicionada por el trazado de la red de circulación y en primer lugar por el de los transportes en común, accesibles a toda la población.
