La aprobación y publicación el 12 de Julio de 2018 de la Ley 1920, Ley del Vigilante “por la cual se dictan disposiciones relacionadas con las cooperativas especializadas de vigilancia y seguridad privada y se busca mejorar las condiciones en las que el personal operativo de vigilancia y seguridad privada presta el servicio de vigilancia y seguridad privada.”, en la cual se resaltan tres aspectos relevantes, de análisis en el presente ensayo, a saber: un seguro de vida con cobertura las 24 horas del día como seguro colectivo con el cual “ han de contar” las Empresas, Cooperativas Especializadas y Deptos. de Seguridad Privada; de otra parte se trata de la Reglamentación para que todas las IPS, a nivel nacional y cumpliendo ciertos requisitos, puedan realizar las pruebas de aptitud psicofísica para manejo de armas al personal operativo en seguridad privada; de igual forma se generan incentivos puntuación adicional en licitaciones públicas, concurso de méritos o contratación directa para las Empresas y Cooperativas Especializadas que incorporen o tengan en su planta operativa mujeres, personas mayores de 45 años y personas con discapacidad. Se analiza las debilidades y fortalezas de esta ley, desde la óptica del sector Empresarial y de los empleados operativos de las empresas y cooperativas especializadas, las percepciones respecto de la expectativa y realidades de las medidas y su implementación (reglamentación) y cumplimiento, así como la promulgación de esta ley o socialización a las partes interesadas. |
