Por medio de la implementación de APP se busca aumentar la participación privada en el desarrollo de infraestructura de transporte, aumentando la inversión y optimizando así el uso de los recursos de la Nación. Así mismo se garantiza la ejecución y mantenimiento a largo plazo de la infraestructura y bienes públicos, estableciendo parámetros de calidad y disponibilidad, para prestar el mejor servicio a la comunidad, el objetivo principal de la implementación de este tipo de contratación es desarrollar y alcanzar la competitividad que requiere el país
