Se pretende enmarcar en una meta clara y precisa en una Política Pública de Seguridad y Defensa en el marco de la legalidad, para enfrentar la amenaza delictiva de los grupos al margen de la ley (BACRIM), se pretende observar como han venido estableciendo conceptos de corresponsabilidad, en escenarios de coordinación y articulación, midiendo la capacidad del estado para responder a las necesidades de una sociedad enmarcada en un conflicto, se mide la participación activa de la Fuerza Pública.
