Summary:According to the World Health Organization (WHO), Health is not only the absence of disease but complete physical, mental and social integration of people, but in our country complex diseases and high cost are extremely cramped as is the case of orphan diseases that we are included within the compulsory health plan, making them the people who have them have little opportunity to recover or at least have a treatment to help them cope and to live relatively a dignified manner, that is why we feel the obligation to carry out this project looking to find the legal tools and political support in order to realize the dream of many of our countrymen
