Constructivist authors such as Wendt (1992;1999) and Onuf (2012) maintains that the international system is built on the interactions of the agents that can be evidenced through the speeches they make. Considering the above, the following question arises: How do the speeches before the States parties a change in the way States act in relation to the criminal law regime International, a regime of law that they themselves created.Las actitudes hostiles hacia la CPI resultan paradójicas al considerar que hace 21 años se estaban reuniendo en Roma la mayoría de los estados para redactar el ECPI al considerar que era de vital importancia para el mantenimiento de la paz y la seguridad la creación de un tribunal penal permanente (United Nations, 1998). Autores constructivistas como Wendt (1992;1999) y Onuf (2012) mantienen que el sistema internacional se construye a partir de las interacciones de los agentes que se pueden evidenciar a través de los discursos que estos realizan.
