Summary:The hostile attitudes towards the ICC are paradoxical, considering that 21 years ago were gathering in Rome most of the states to draft the ECPI as they considered it to be of vital importance for the maintenance of peace and security the establishment of a tribunal (United Nations, 1998). Constructivist authors such as Wendt (1992;1999) and Onuf (2012) maintains that the international system is built on the interactions of the agents that can be evidenced through the speeches they make. Considering the above, the following question arises: How do the speeches before the States parties a change in the way States act in relation to the criminal law regime International, a regime of law that they themselves created.
