Summary:The development of Urban Renewal through PPP is proposed by the implementation of Urban Renewal Partial Plans where the obligation to provide the necessary urban and real estate infrastructure and associated services is transferred to a private investor. The return on the investment is generated through the economic exploitation of the proposed infrastructure and payments depend on the fulfillment of indicators of availability, quality and service delivery. The duration of the contract is determined by calculating the time it takes the project to generate sufficient income to obtain the present value of the expected return. The project financing consists of private capital and debt by the investor whose guarantee and source of payment is the project's operational flow. It must be designed in such a way that its economic exploitation leverages the investment necessary for its execution. If public resources are required, it is proposed that they come from debt acquired by the city whose guarantee and source of payment is the future collection of taxes generated by the project. The need for housing in the URPP represents a complication due to the obligatory nature of the reversion. It should be reverted to the public entity at the end of its construction generating a payment for its availability. Finally, it is proposed that before the end of the contract a new tender will open for the modernization of the project and its operation and maintenance through PPP for another period. The model becomes an efficient tool for the development of urban renewal through profitable projects for the private sector that fulfill the interests of the public sector. One of the recommendations is the elimination of the reversion clause for commercial goods resulting from the PPP, since the sophistication of the contracts makes it possible to distinguish between the goods that should be reverted and those that do not.
