Summary:Although the benefits of introducing systems thinking concepts at a theoretical level in the program evaluation field have been recognized, attempts in doing so have been very limited. For this reason, the following research seeks to address this issue by introducing systems thinking concepts in the methodological design of a program evaluation methodology. In doing so, a review of the most important systems thinking concepts as well as of the most prominent program evaluation models that have been developed so far is conducted. This is followed by choosing the systems concepts and the program evaluation methodology to be addressed. As a result, a reframed evaluation methodology is proposed, and issues related to power and judgmental biases in evaluation are explored from a perspective different from the one traditionally used to tackle these issues in the program evaluation field. This methodological development is later on put into practice by conducting the evaluation of the Hermes Program, a peace building program developed by the Bogota Chamber of Commerce in Bogota, Colombia. The description of the evaluation design, implementation, results, and recommendations is presented in this document
