Summary:The models of social housing in Colombia, and in Latin America in general, have solved a need for quantity rather than quality. This research seeks to understand what elements of the management of social housing development have an impact in the housing quality and how public policy affects such management. The analysis focuses on construction companies that developed housing projects between 2010 and 2019. The controlled comparison of two cases is used and the result shows that the elements that generate a lack of quality of social housing projects are the lack of understanding and business policies focused on quality, company size and cost structure. Additionally, public policy does not have a positive impact due to the lack of guidelines focused on guaranteeing quality.
