Esta investigación tiene como propósito definir la IA, en tanto recurso de poder capaz de desafiar el paradigma estado céntrico que rige las relaciones internacionales en la actualidad, pero también en tanto recurso económico susceptible de ser regulado. Para ello, primero, se recogen las definiciones más relevantes de la IA, al tiempo que se ofrecen apreciaciones prácticas sobre su alcance. Esto, con el propósito de delinear, materialmente, los elementos que hacen de la IA una tecnología sin precedentes. Luego, se busca conceptualizar la IA como recurso de poder, entendiendo que los recursos de poder, a grandes rasgos, pueden ser cualquier cosa que, aunque inmateriales, resulten esenciales, como lo es esta tecnología. A partir de dicha caracterización, se plantean una serie de interrogantes adicionales respecto de los desafíos regulatorios que supone la IA, dada su naturaleza transnacional y digital. Además, se examinan algunas de las contribuciones clásicas sobre el poder y las empresas multinacionales en el escenario internacional, atendiendo a la relevancia que éstas tienen en el desarrollo de la IA en la actualidad. Finalmente, de manera breve, se comentan las tendencias regulatorias emergentes en torno a la IA, tomando como referencia los casos de los Estados Unidos, China y la Unión Europea. |
