Summary:The Congress of the Republic is a collegiate body, which represents the Legislative Branch of the Public Power, and whose main functions are to pass laws and exercise political control over the executive. In the development of these functions, public policies, fundamental for the generation of public value, are designed, implemented and evaluated. However, and as will be analyzed throughout this consultancy, the development of said legislative agenda lacks the use of scientific evidence, which weakens the debate and citizen participation in the construction of public policies and in decision-making.
