description We study a recent merit-based financial program for the poor in Colombia. Immediate enrollment doubled among eligible students, making the SES gap in enrollment disappear among top students. At the intensive margin, the program shifted students from low-quality institutions into higher-quality institutions, and from public to private colleges. We also observe significant general equilibrium effects in secondary and postsecondary education. The program promoted class diversity at top private schools, and significantly raised student quality at these institutions (but not public institutions). Demand for top private education shifted to the right, driving admission rates downward and increasing entry competition at these institutions, thus raising stratification by ability. However, program beneficiaries did not fully crowd out high-SES students from top private schools because supply also expanded. Finally, the program seems to have raised high school exit test performance among recent cohorts with relatively poor backgrounds.

Empleamos el método de regresión discontinua para identificar el efecto causal del programa sobre el acceso a la educación superior y el desempeño académico temprano de los estudiantes. Encontramos impactos importantes en acceso tanto en el margen extensivo como en el intensivo. La probabilidad de acceder inmediatamente a la educación superior se duplico entre los estudiantes elegibles, eliminando la brecha en acceso por estrato socioeconómico entre los mejores estudiantes. En el margen intensivo, el programa desplazo a los estudiantes de instituciones de baja calidad hacia instituciones de mejor calidad. También observamos impactos no esperados en la educación secundaria y postsecundaria. El programa promovió la diversidad socioeconómica en las universidades privadas acreditadas y mejoró significativamente la calidad de los estudiantes en estas instituciones (pero no así en las instituciones públicas acreditadas). La mayor demanda por la educación privada acreditada redujo las tasas de admisión en estas universidades, volviendo más competitivo sus procesos de admisiones. No obstante, los beneficiarios del programa no desplazaron completamente a otros estudiantes del sistema educativo, pues la oferta educativa en estas universidades también aumento.
