Un lugar que después de muchas visitas e investigación se llega a la conclusión de que es un barrio pintoresco, con vida y millones de recuerdos, que ha evolucionado y se ha transformado con el tiempo. Es por esto, que uno de sus mayores potenciales recae en la grandeza que posee su historia y como esta se ha convertido a lo largo de los años en un agente moldeador del espacio físico y social. Capas de Tiempo busca utilizar la historia para moldear un espacio transformable en el tiempo que corresponda a los usos actuales y venideros del Barrio del Voto Nacional. Todo esto, para cumplir con el propósito de recuperar el valor y el sentido de la historia en los habitantes. De igual manera, generar identidad, reconocimiento y un sentido de pertenencia. Es una intervención que responde al lugar, a sus personas y a la historia.
