Summary: | This document explores the impact of political alignment between the local level (mayors) and the central level (president) on the allocation of different transfers from the Central National Government, and on specific measures of electoral support, development and local performance. This effect is analyzed by means of a Discontinuous Regression Design and taking into account the regional elections held in Colombia in 2003, 2007 and 2011, and the presidential elections corresponding to 2002, 2006 and 2010. Although no difference is found in the general allocation of discretionary resources between aligned and non-aligned candidates, the evidence allows to conclude that the aligned mayors elected by a narrow margin (between the aligned candidate and the non-aligned candidate with the presidential level) and with political competition in the previous local elections, they received more discretionary transfers from the nation.
