Análisis del discurso de desarrollo orientado al departamento del Chocó en el periodo 1990 - 2014

"This paper tries to identify and analyze the modifications of the development discourse for the department of Chocó. During the period 1990-2014; a period characterized by a series of changes for the territory as a consequence of the 1991 Political Constitution of Colombia, the convention 169 of 1989 and the economic opening. This analysis has been based on the Michael Foucault? contributions, the ones that allow through some tools given by Foucault to make a comparison between National Development Plans (Planes Nacionales de Desarrollo PND) and Departamental Development Plans (Planes de Desarrollo Departamental PDD). It was found that during the period 1990-2002 the plans proposed, showed no relation with the situation of the department of Chocó, until 2002 when this situation changed, The PDN and PDD has been transformed to work for the requirements of the department. This changed has aimed at giving answers to the criticism about the economic growth as an instrument of development, adopting inclusion and participation measures." -- Tomado del Formato de Documento de Grado.
