Using a unique classification of the local agricultural workforce and a differencein- difference framework I show how landed elites, relative to landless peasants, benefited from Colombian land reform during the late 1930s through the appropriation of large land allocations. This is explained by a feature of the reform: lower enforcement of property rights, which reduced the costs of further accumulation. I provide evidence on the elite investments in de facto political power that drive this empowerment: competition for resources in local elections and collective action embodied in landowner associations. This, in a context of tension between good-intended progressive policies and a general process of collective action pushed forward by landowners toward the defense of property, in which commitments for targeted democratization of land were hardly accomplished. My findings shed light on a possible equilibrium between democracy and high inequality in which economic elites exploit institutional features empowering themselves to preserve certainty regarding their own property rights.¿Cómo la vigilancia de la validez de los derechos de propiedad afecta la acumulación de tierra por parte de las élites terratenientes? Utilizando una clasificación única de la fuerza de trabajo agrícola municipal y en el marco de un modelo de diferencias en diferencias demuestro cómo los terratenientes, con relación a los campesinos sin tierra, se beneficiaron de una reforma agraria en Colombia al final de la década de 1930 a través de adjudicaciones de grandes terrenos baldíos. Esto se explica por una característica de la reforma: menor vigilancia de la validez de los derechos de propiedad, lo cual redujo los costos de acumular más tierra. Ofrezco evidencia en torno a las inversiones de las élites en poder político de facto que favorecen este empoderamiento: la competencia por recursos en elecciones locales y acción colectiva manifestada a través de asociaciones de terratenientes. Esto en un contexto de tensión entre políticas progresistas bien intencionadas y un proceso de construcción de acción colectiva empujado por los terratenientes en defensa de la propiedad de la tierra, en medio del cual los compromisos en favor de la democratización focalizada de la tierra fueron difícilmente alcanzados.
