Summary:The purpose of this document is to illustrate the transformations of cultural policies in Colombia and how they have been linked to the discourse of development. Through a historical, political, social and administrative analysis, from the liberal modernization in 1930 to the official results of the cultural diagnosis of 2013. The analysis covers different programs and policies that have been designed and implemented nationally and supranationally. The study identifies multiple interventions and transformations of institutions and discourses about cultural policies. It also points out why, despite its advances in legislation and institutional strengthening, cultural policy in Colombia has not been able to position itself as a fundamental element for the country's development, capable of contributing to the construction of a more dynamic, plural, equitable and human society. Finally, some strategies for cultural policy are proposed in the new post-peace phase in the country.
