| Summary: | The Territorial Planning Plan that has defined the urban planning for Bogotá since the year 2000 has presented problems to execute the proposed projects, since less than half of the projects were executed by 2016. Following a diagnosis in which the results are presented for the 16 years of execution of the POT, opportunities for improvement in the financing of these projects were identified, given the problems encountered. The present POT presents difficulties in focusing and directing resources to specific projects and programs, while the financing instruments proposed were disjointed from the city model, its structures, treatments and strategic projects and its collection was well below the expected. To improve the problems identified, the present document proposes improvement solutions for the Bogotá POT based on the correct application of the financing instruments.
