Summary:This article synthesizes the final work of Architecture undergraduate studies at the Universidad Nacional de Colombia: “Social housing operational systems applied by the Institute of Territorial Credit. Case study: La Enea”. The research arise from the concern on low quality for Low Incomes Housing (LIH) build in Colombia nowadays, which usually is limited to a series of processes that depend directly on public policy’s. This policy’s have determined physic-space aspects of housing and its surroundings as economical, social and cultural aspects of the population. The period between 1939 and 1991 was characterized by direct state action in the social housing building through the Institute of Territorial Credit, entity that use to operate with a variety of systems that assisted the acquirement of housing for people with low incomes. In 1991 the State delegated the dwelling construction to private real state and it limited the action only through financial support for new or used housing and for housing improvement. The research starts with a historic review about housing politics in Colombia but it is centered in a case where different administration processes for social housing building were applied three decades ago and through analysis by comparing it with a recent project we search their actual validity.
