Latino population has one of the higher diabetes diagnosis rates in the country and in many cases this population has a poor literacy level. The main question is: is it possible to create new eHealth resources for low literacy type 2 diabetes Latino patients who obtain health care in a Family Health Clinic of Indiana? Objective: To design an e-learning program for type 2 diabetes Latino patients with low literacy level in one family health clinic of Indiana. Methodology: The design is an evaluation of a public health program based on the CDC framework for programs evaluation. Three activities were done: Creation of the e-learning tool, translation of a web portal from one rural clinic and validation with a group of patients. Results: The results are explained through six steps according with the CDC framework: 1) Engage stakeholders 2) Describe the program 3) Focus the Evaluation 4) Gather credible evidence 5) Justify conclusion and 6) Sharing lessons learned. Three were the main results: construction of an e-learning curriculum, analysis of existing resources and results from a pilot study of the e-learning.

La población latina tiene una de las tasas de diagnóstico de diabetes más altas dentro de Estados Unidos y en muchos casos esta población tiene un nivel de alfabetización bajo, lo que crea una barrera estructural de acceso para la educación en salud. Problema: La pregunta principal de la investigación fue: ¿es posible crear nuevos recursos de salud digitales para los pacientes latinos quienes presentan baja alfabetización en salud y conviven con diabetes mellitus tipo II a través de la atención en una clínica de salud familiar en Indiana (EEUU)? Objetivo: Diseñar un programa de e-learning para pacientes latinos que conviven con diabetes tipo 2 y presentan un bajo nivel de alfabetización en salud. Metodología: El diseño es la evaluación de un programa de salud pública basado en el marco del Centro para el Control y la Prevención de las enfermerdades (CDC) para la evaluación de programas. Tres actividades fueron realizadas: Creación de la herramienta de e-learning, la traducción de un portal web de una clínica rural y una prueba piloto del programa con un grupo de pacientes. Resultados: Los resultados se analizaron a través de las seis etapas de acuerdo con el marco metodológico del CDC: 1) Comprometer a los interesados 2) Describir el programa 3) Enfocar de la Evaluación 4) Reunir evidencia para la evaluación 5) Justificar conclusión y 6) Compartir los resultados obtenidos.
