These facts generated lack of trust towards foreign investment, today evidenced in the cautious way in which the Oil Association faces the national debate between official enterprises and transnational companies.El inicio del conflicto debido a la apropiación de la renta petrolera por parte del Estado venezolano como propietario del subsuelo, surgió en la época histórica de 1917-1936. Éste se resolvió a favor de los arrendatarios, las empresas petroleras extranjeras, dado que la correlación de fuerzas fue favorable a ellos y en perjuicio del propietario.
