Summary:The short term assistencial and financial behaviors of the hospitals of the local network in Bogotá is reviewed in order to widen the information and the analysis about the origin of the hospital crisis presented during 1999, which was most notorious in institutions of either public origin or supported with public resources providing health care for the poorest and most vulnerable population. It is proposed that the origin of the crisis is not only found in the hospitals themselves but that the most serious and profound problem is a crisis in their administration. The importance of this discussion is based on the fact that although public hospitals in Bogotá confront serious administrative difficulties, the response to this crisis involves not only the hospitals but also the entire society because it must include the allocation of adequate resources for the plan of benefits, the control and rationalization of the managers of the system and the redefinition of the role of the social enterprises of the state.
