Este trabajo expone algunos parámetros metodológicos para favorecer el desarrollo de políticas públicas locales de competitividad (PPLC) desde su formulación. El análisis se apoya en un proceso de reflexión teórica y en la observación analítica del desarrollo de las PPLC en una ciudad intermedia de la región andina de Colombia. Como resultado se resaltan tres parámetros fundamentales de formulación de PPCL asociados a su naturaleza, su alcance y la interacción entre sus actores.Competitiveness is a concept often associated with the performance of market activities of companies and territories, and although academically there have been discussions about its conceptual clarity or practical usefulness, it has been adopted as a public policy approach for development.
