Para identificarlos y proponerlos, se utilizó una metodología de tipo secuencial mixta exploratoria compuesta por tres fases 1. Revision de literatura; 2. Validación con usuarios; 3. Validación con expertos. Dando como resultados en cada fase: Primero, luego de una revisión sistemática de literatura 32 factores habilitantes y 29 factores inhibidores para la adopción de TIC en proyectos de gobierno electrónico. Segundo, se examinó la presencia de estos factores, desde el punto de vista de las necesidades y requisitos de usuarios en un proyecto de gobierno electrónico colombiano. Tercero, se verificó la correcta definición, la pertinencia y el impacto de los factores para la adopción de TIC; apoyado en el juicio de expertos en un proyecto de gobierno electrónico colombiano. Como principal conclusión, se tiene que los factores identificados permiten realizar un análisis pertinente para adoptar tecnologías de la información y las comunicaciones (TIC) en proyectos de gobierno electrónico. (Texto tomado de la fuente)In this research thesis, a problem was identified, which leads to the difficulty of making clear and supported decisions to adopt ICT in electronic government projects. This research focuses on proposing a group of factors that enable or inhibit decision-making in electronic government projects in Colombia. An exploratory mixed sequential methodology was used to identify and propose these factors, the methodology include three phases: 1) Literature Review, 2) Users validation, and 3) Experts validation. Giving the following results in each phase: First, after a systematic literature review, 32 enabling factors and 29 inhibiting factors were found to adopt ICT in electronic government projects. Second, these factors were examined throughout the needs and requirements of users in a Colombian electronic government project. Third, supported by expert judgment in a Colombian electronic government project, the definition, relevance, and impact of these factors for ICT adoption were verified.
