This research focuses on proposing a group of factors that enable or inhibit decision-making in electronic government projects in Colombia. An exploratory mixed sequential methodology was used to identify and propose these factors, the methodology include three phases: 1) Literature Review, 2) Users validation, and 3) Experts validation. Giving the following results in each phase: First, after a systematic literature review, 32 enabling factors and 29 inhibiting factors were found to adopt ICT in electronic government projects. Second, these factors were examined throughout the needs and requirements of users in a Colombian electronic government project. Third, supported by expert judgment in a Colombian electronic government project, the definition, relevance, and impact of these factors for ICT adoption were verified. The main conclusion suggests that the identified factors allow a pertinent analysis to be carried out to adopt information and communication technologies (ICT) in electronic government projects.
