Summary:	The main factor in determining a country's degree of prosperity is the highquality knowledge of people. The article elaborates-on this international thought, emphasizing the Canadian experience It stresses the importance of education and technical training in order to improve the national level of productivity and competitivity, taking into account social and labor adjustments for Colombia's economic opening and modernization program. To this end, the main guidelines of the Industrial Labor Adaptation System (SALI) being implmented in Colombia, with World Bank support, are highlighted. Two educational trends are reviewed: (1) education and training in their integrity, and (2) education and training based on competence. Both trends are required to succeed in the domestic and international markets. Finally, the entrepreneur's role in the field of education and training as well as new educational curricula, policies and administrative approaches are examined.
