(Tomado de la fuente)The transition to smarter urban environments is facilitated by the development and implementation of products and services in Information and Communication Technologies (ICT) co-created with local stakeholders. Software systems are widely used as ICT products to provide citizens with access to digital public services and address perceived issues in various areas of a smart city. In this context, the development of software systems poses additional challenges compared to conventional processes due to the multitude and diversity of stakeholders involved, the absence of documented processes, or the difficulty in obtaining clear requirements. Citizen participation techniques, such as co-creation, offer an alternative to collaborate with different local stakeholders (public and private enterprises, educational institutions, and government entities) in developing software-based solutions. However, well-structured processes incorporating these strategies for software development in this context are not evident. Therefore, this Master’s Thesis proposes a method for the development of software systems in the analyzed context. The method comprises four practices, including co-creation activities and other complementary elements, to create necessary work products in collaboration with stakeholders. The core of the Essence of Software Engineering is used to define and represent the practices that constitute the method and all its elements. The method is validated through expert consultation strategies (Delphi study and focus group) and is further tested in a real-world scenario where a mobile platform-based software system is developed for the critical area of public safety in the city of Medellín, Colombia.
