Los sistemas de software son ampliamente utilizados como producto TIC para facilitar el acceso de los ciudadanos a los servicios públicos digitales y resolver los problemas percibidos. En este contexto, el desarrollo de sistemas de software presenta desafíos adicionales a los evidenciados en procesos convencionales, debido a la cantidad y diversidad de interesados, la ausencia de procesos documentados o la dificultad de obtener requisitos claros. Las técnicas de participación ciudadana como la co-creación son una alternativa para facilitar el trabajo con los diferentes actores del territorio en el desarrollo de soluciones basadas en software. Sin embargo, no se evidencian procesos bien estructurados que incorporen este tipo de estrategias para facilitar el desarrollo de software en este contexto. Debido a lo anterior, en esta Tesis de Maestría se propone un método para el desarrollo de sistemas de software en el contexto de las ciudades inteligentes centradas en el ciudadano. El método está compuesto por cuatro prácticas distribuidas en cuatro fases, que incluyen actividades de co-creación y otras complementarias para elaborar los productos de trabajo necesarios en conjunto con los interesados. Se utiliza el núcleo de la Esencia de la ingeniería de software para definir y representar las prácticas que conforman el método y todos sus elementos. El método se valida a través de estrategias de consulta a expertos (estudio Delphi y grupo focal) y además se pone a prueba en un entorno real en el que se desarrolla un sistema de software basado en plataformas móviles para el área crítica de seguridad ciudadana, en la ciudad de Medellín, Colombia. (Tomado de la fuente)The transition to smarter urban environments is facilitated by the development and implementation of products and services in Information and Communication Technologies (ICT) co-created with local stakeholders. Software systems are widely used as ICT products to provide citizens with access to digital public services and address perceived issues in various areas of a smart city. In this context, the development of software systems poses additional challenges compared to conventional processes due to the multitude and diversity of stakeholders involved, the absence of documented processes, or the difficulty in obtaining clear requirements. Citizen participation techniques, such as co-creation, offer an alternative to collaborate with different local stakeholders (public and private enterprises, educational institutions, and government entities) in developing software-based solutions. However, well-structured processes incorporating these strategies for software development in this context are not evident. Therefore, this Master’s Thesis proposes a method for the development of software systems in the analyzed context. The method comprises four practices, including co-creation activities and other complementary elements, to create necessary work products in collaboration with stakeholders. The core of the Essence of Software Engineering is used to define and represent the practices that constitute the method and all its elements.
