Para ello se estima un modelo de madurez mediante la aplicación de algoritmos de datos a bases de datos públicas. Inicialmente, se realiza una revisión de literatura donde se identifican 35 variables en tres dimensiones asociadas al gobierno electrónico. Posteriormente se relacionan las variables identificadas con los datos abiertos de gobierno digital para generar la base de datos para analizar. Luego, se realiza el análisis de datos con algoritmos de agrupamiento o clusterización jerárquicos y no jerárquicos dando como resultado 18 combinaciones propuestas por la importancia de las variables determinada por medio de un análisis de correspondencias múltiples para cada dimensión. Posteriormente, se interpretan los resultados matemáticos del modelo en lenguaje natural para su uso por parte del Ministerio de Tecnologías de la Información y Comunicaciones en la política pública. Por último, se realizan las conclusiones y se propone trabajos futuros relacionados con el gobierno digital y las tecnologías de la información y comunicaciones en el territorio nacional, con el fin de mejorar la implementación de la política de gobierno digital y las políticas del sector de tecnologías de la información. (Texto tomado de la fuente)The research work aims to create a tool to diagnose the level of implementation of the digital government policy in municipal entities of Colombia, in order to provide strategic information aimed at reducing the level gaps between these territorial entities and strengthening the public policy of the sector. To do this, a maturity model is estimated by applying data algorithms to public databases. Initially, a literature review is carried out where 35 variables in three dimensions associated with electronic government are identified. Subsequently, the variables identified with the open data of digital government are related to generate the database to analyse. Then, the data analysis is performed with hierarchical and non-hierarchical clustering algorithms, resulting in 18 combinations proposed by the importance of the variables determined by means of a multiple correspondence analysis for each dimension. Subsequently, the mathematical results of the model are interpreted in natural language for use by the Ministry of Information Technologies and Communications in public policy.
