En este trabajo de grado se plantea un modelo de ecuaciones estructurales (SEM) aplicando el método de mínimos cuadrados parciales (PLS). Utilizando los datos empíricos del IDIC 2019 se encontró que, los constructos de instituciones y capital humano e investigación guardan una relación (directa e indirecta) con la mayoría los pilares del IDIC, por lo que la focalización de intervenciones de política pública sobre estos factores tiene un efecto multiplicador en el fortalecimiento del ecosistema innovador de los departamentos de Colombia.
