IT selection, the process of choosing the best technology alternative from a number of available options, is an important part of IT management. The IT selection is a multi-criteria decision making process, where relative importance of each criterion is determined and the degree of satisfaction of every criterion from each alternative is evaluated. Decision makers (DMs) face several difficulties like making precise judgements about alternatives and criteria, reaching consensus with other DMs and identifying relative criteria importance where there is interdependence among them. Actual environment has even increased this complexity, IT is constantly changing over time, new features and quality improvements are released periodically. At the same time, DMs' needs evolve after technology acquisition, demanding also new functionalities. For dealing with these factors, DMs should review not only the present state of their requirements and alternatives but their future evolution. Several methods have been proposed for dealing with the criteria interdependence, imprecision and group consensus problems. However, none of them have considered alternatives and criteria evolution in time. This research aims to review how the described problem is handle in the literature and based on the results of the review, to provide a methodology which handle all described problems simultaneously, by the combination of technology roadmapping technique with multi-criteria decision making tools. Finally, a case study of a customer relationship management (CRM) system selection is presented where the approach is compared with a one period one. It is concluded that the use of the methodology allows DMs to gather present and future requirements for IT selection, to consider actual and future evolution of alternatives, to determine and to establish relative importance among present and future factors. It is also detected how the judgement combination, experts consistency and performing methodology calculations are the critical topics for getting the best result in the methodology application.

La selección de TI, el proceso de escoger la mejor alternativa tecnológica de un número de opciones disponibles, es una parte importante de la gestión de TI. La selección de TI es un proceso de decisión multicriterio, donde se determina la importancia relativa de cada criterio y el grado de satisfacción de cada alternativa respecto al criterio evaluado. Los tomadores de decisiones (TDs) enfrentan diversas dificultades como la de realizar juicios precisos sobre alternativas y criterios, llegar a un consenso con otros TDs e identificar la importancia relativa de los criterios cuando son interdependientes. El entorno actual ha incremento esta complejidad, la TI está cambiando constantemente en el tiempo, nuevas funcionalidades y mejoras de calidad son realizadas periódicamente. Al mismo tiempo, las necesidades de los TDs evolucionan después de realizar la adquisición de la tecnología, solicitando también nuevas funcionalidades. Para tratar con estos factores, los TDs deben revisar no solo el estado presente de sus requerimientos y alternativas, sino también su evolución futura. Varios métodos han sido propuestos para tratar con los problemas de interdependencia entre criterios, imprecisión y consenso entre grupos. Sin embargo, ninguno de ellos ha considerado la evolución en el tiempo de las alternativas y los criterios. Esta investigación busca revisar como son tratados los problemas descritos en la literatura y basado en los resultados de esta revisión, proponer una metodología que trate todos los problemas de forma simultánea, a través de la combinación de la técnica de los mapas de ruta tecnológica y las herramientas para la toma de decisiones multi-criterio. Finalmente, un caso de estudio sobre la selección de un sistema de gestión de relaciones de los clientes es presentado donde el enfoque propuesto es comparado con un análisis de un solo periodo. Se concluye que el uso de la metodología permite a los TDs obtener los requerimientos presentes y futuros para la selección de la TI, considerar la evolución actual y futura de las alternativas, determinar y establecer la importancia relativa entre factores presentes y futuros.
