Con la expedición del decretó en cuestión, el gobierno se propuso, previo el lleno de los requisitos establecidos por el mismo decreto, descongestionar la vía judicial en estos aspectos. Los diversos intereses, tanto jurídicos, notariales, sociales, etc., constituyen el motivo de trabajo que a continuación sigue, dirigido a todo aquel que desee compartir la importancia de este.
