Zero-based budgeting (ZBB) is a method of budgeting in which all expenses must be justified for each new period. Zero-function within an organization are analyzed for its needs and costs. Budgets are then built around what is needed for the upcoming period
regardless of whether the budget is higher or lower than the previous one. A world-class ZBB process is based on developing deep visibility into cost drivers and using that visibility to set aggressive yet credible budget targets. ZBB requires that managers identify alternative ways to perform each activity (such as keeping it in-house or outsourcing it)
as well as the effects of different levels of spending. By forcing the development of these alternatives
the process makes managers consider other ways to run the business. Since managers must tie expenditures to activities

Estos permiten a las organizaciones eliminar actividades, operaciones o procesos que no generan valor y ayudan a priorizar aquellas que requieren asignación de recursos por su impacto positivo en las metas de la compañía, es decir, buscan contribuir en la toma de decisiones de la alta gerencia, brindándole una herramienta útil para ello. Este proyecto estructura y plantea una Metodología para la construcción de un Modelo Financiero que permita aplicar Presupuestos Base Cero en proyectos de Compañías Operadoras en la Industria de Hidrocarburos.
