description Los Presupuestos Base Cero (PBC), más que un presupuesto son un enfoque de tipo gerencial que parten siempre de cero, considerando únicamente las expectativas para el año siguiente, sin referencias de los años anteriores y sin tener en cuenta datos históricos; también se usan en nuevas operaciones que sean diferentes a las habituales de la empresa o para reorientar los recursos con mayor efectividad cuando se están gastando más de lo necesario o desmesuradamente. Estos permiten a las organizaciones eliminar actividades, operaciones o procesos que no generan valor y ayudan a priorizar aquellas que requieren asignación de recursos por su impacto positivo en las metas de la compañía, es decir, buscan contribuir en la toma de decisiones de la alta gerencia, brindándole una herramienta útil para ello. Este proyecto estructura y plantea una Metodología para la construcción de un Modelo Financiero que permita aplicar Presupuestos Base Cero en proyectos de Compañías Operadoras en la Industria de Hidrocarburos.
