The economic and social crisis of today's world is an expression of the disconnect between economic thought and the complex socio-environmental reality. The development of public policies is not exempt from the impacts of this situation
especially when facing the demanding urban scenario. In the world and Colombia
progress has been made in the recognition of Water as a Human Right
which opens up an opportunity to find solutions to the serious violations suffered by communities due to lack of access to drinking water. However
in Colombia
public water and public services policy has been negatively valued for its inconsistency and discothineness; and in the specific case of the municipality of Bucaramanga little progress has been made in serious solutions to the problem of access to water. Through a case study of the community of Luz de Salvación Etapa II
a precarious settlement built in the informality in the south of the municipality
corroborates the existence of a set of serious affectations to the living conditions of 300 families which induces social conflicts. In 2013
the Municipality of Bucaramanga approved a vital water program of which little has been reported to its beneficiaries. It is partially implemented
focused on a few beneficiaries and without continuity or evaluation of its application. The serious situation faced by communities due to lack of water
the improvised application of public policy of minimum vital water and the importance of water in the global agenda
demand urgency in the development of a public water policy with consistency and a role Active of the citizenship organized against the exigibility of its rights in the city.

En el mundo y en Colombia se han dado avances en el reconocimiento del Agua como Derecho Humano, lo que abre una oportunidad para concretar soluciones ante las graves vulneraciones que sufren comunidades por falta de acceso al agua potable. Sin embargo, en Colombia, la política pública de agua y servicios públicos ha sido valorada negativamente por su inconsistencia y discotinuidad; y en el caso concreto del municipio de Bucaramanga poco se ha avanzado en soluciones serias al problema de acceso al agua. Mediante estudio de caso de la comunidad Luz de Salvación Etapa II, un asentamiento precario construido en la informalidad en el sur del municipio, se corrobora la existencia de un conjunto de graves afectaciones a las condiciones de vida de 300 familias lo que induce conflictos sociales. El municipio de Bucaramanga aprobó en 2013 mediante Acuerdo Municipal un programa de mínimo vital de agua del cual poco han sido informados sus beneficiarios, se aplica parcialmente, focalizado en unos pocos beneficiarios y sin continuidad ni evaluación de su aplicación.
