For the Peruvian side, the Chileans were the aggressors, nevertheless, in this work we set that Peru caused the military confrontation through the measures ordered by the National Parliament which accelerated the conflict and included Bolivia as a third actor.Keywords: War of the Pacific, Peru, Chile, Peruvian history, ParliamentLa guerra del Pacífico, es uno de los eventos bélicos más importantes en América Latina. Su impacto produjo un serio cambio en la geografía de esta parte del continente. Sobre ella han existido diversos libros que se han dedicado en estudiarla, para saber las causas determinantes de su nacimiento. Para el lado peruano, son los chilenos quienes fueron los agresores naturales.
