After reviewing territorial order plans

such as Resolution 1447 of 2009 except for the law 9 of 1979 which obliges them to give greater importance to the planning of cemeteries; currently there Decree 808 of 2005
which is based on this study because it facilitates the planning and operation of disposal systems of conventional solid waste that must be incorporated into territorial order plans regarding potential areas. On the other hand
the increase in the production of hazardous waste has generated the need to build infrastructure for management in order to comply with the obligation established in Decree 4741 of 2005
the now Ministry of Environment
Housing and Territorial Development
to identify potential for locating infrastructure for the proper storage
treatment and disposal of these waste areas. This study applies the model developed by the Research Program Waste - PIRS (2009) combining Geographic Information Systems (GIS) and methods of multi-criteria evaluation for locating infrastructure for the management of solid
hazardous and debris waste in an area study covering the department of Cundinamarca.

Después de revisar cada uno de los planes de ordenamiento territorial, se encontró que la información con relación al área potencial especifica de los cementerios era muy escasa, lo cual pudo deberse a que en el año que se elaboraron los documentos, originados por la ley 388 de 1997 no existía la normativa, como la Resolución 1447 de 2009 a excepción de la ley 9 de 1979 que los obliga a darle mayor relevancia a la planificación de los cementerios; actualmente existe el Decreto 808 del 2005,en el cual está basado este estudio ya que facilita la planificación y operación de sistemas de disposición final de residuos sólidos convencionales que debe estar incorporado en los planes de ordenamiento territorial con relación a las áreas potenciales. Por otro lado, el aumento en la producción de residuos peligrosos ha generado la necesidad de construir infraestructura para su manejo con el fin de dar cumplimiento a la obligación establecida en el Decreto 4741 de 2005, del hoy Ministerio de Ambiente y Desarrollo Sostenible, sobre identificar áreas potenciales para la localización de infraestructura para el adecuado almacenamiento, tratamiento y disposición final de estos residuos. Este estudio aplica el modelo desarrollado por el Programa de Investigación en Residuos – PIRS (2009) que combina Sistemas de Información Geográfica (SIG) y metodologías de evaluación multicriterio para la localización de infraestructura para el manejo de residuos sólidos, peligrosos y escombros en un área de estudio que abarca el departamento de Cundinamarca. |
