¿Cuáles son las omisiones de las fuerzas militares y de policía que darían lugar a una responsabilidad del estado?

By this document we want to reference the legal elements that have to be present for the state´s extra - contractual civil responsability to be configured, in the cases that because of the military force´s omission they didn´t fulfill the obligations they are in charge of, the previous, becomes pertinent always it´s clear that not every omission it´s going to be configured as a state´s extra - contractual civil responsability, because other elements have to concur besides the elements of the extra - contractual civil responsability for the damage to be configured and in consequence, the state´s obligation to repair the damages caused by the non - fulfillment of their obligations
